Overview

Mengenai Parlimen Belia Malaysia (PBM)

Parlimen Belia Malaysia was first introduced in 2015 and is a programme organised by the Ministry of Youth and Sports (KBS) under the administration of the National Youth and Sports Department (JBSN). This programme has become a more inclusive platform for young people who are interested in expressing their views and proposals from a youth perspective. To date, the Malaysian Youth Parliament programme has strengthened and empowered the role of youth in contributing towards a more progressive democratic transformation.

The implementation of this programme has generally succeeded as a platform for young people to voice their opinions; however, it has had limited impact on youth representation within political institutions. From 2015 to 2024, a total of 526 youths were selected to participate in the programme. Nevertheless, only five Youth Parliament Members have contested in state elections and been successfully elected as State Legislative Assembly Members, while at the level of the Parliament of Malaysia, there is still no representation among Youth Parliament alumni.

Statistics also show that the composition of young Members of Parliament in the 15th Parliament of Malaysia remains low, with only 19 Members of the Dewan Rakyat aged under 40 (representing just 8.5% of the total seats), while in the Dewan Negara, there are only 3 Senators under the age of 40.

In October 2023, the Cabinet decided and agreed that the Parlimen Belia Malaysia would be fully managed and implemented by the Parliament of Malaysia.. This decision is a recognition of honour for the Parliament of Malaysia as the highest legislative body in the country, and at the same time establishes it as the main platform for young people to engage in discourse within the framework of parliamentary democracy.
